The regular meeting of the Belle Plaine City Council met on August 3, 2009 at 6:00 p.m. in the city council chambers with Mayor Jim Daily presiding.  Present:  Craig Van Scoyoc, Marv DeRycke and James Kurovski. Also present:  City Attorney Larry Schlue and City Administrator Bill Daily. Absent: Harold Ealy.

Motion by DeRycke to approve the consent agenda consisting of July 20th council minutes, bills @ $ 263,064.65 & minutes from the Committee of the Whole – July 20th and Library Board – June 23rd, second by Van Scoyoc. On roll call all voted aye. Motion carried.

Motion by Kurovski to approve Resolution #09-8-1 accepting the 2008-2009 DOT City Street Financial Report, second by Van Scoyoc. On roll call all voted aye. Motion carried.

Motion by Van Scoyoc to appoint Garrison Reekers to fill the unexpired term of Councilperson-At-Large, second by Kurovski. On roll call Van Scoyoc and Kurovski voted aye.  DeRycke voted nay. Motion carried.

At this time Garrison Reekers was given the Oath of Office.  Reekers took his seat at the council table.

Motion by DeRycke to approve Resolution #09-8-2 of Necessity for unpaid bills, second by Kurovski. On roll call all voted aye. Motion carried.

City Administrator Bill Daily stated he had received 2 bids for a front-end mower for the Public Works Department:  Green Valley – $18,166.65 and Southard Implement Co – $20,160.14.  Motion by Kurovski to approve the purchase of the JD 1445 HP Diesel Front Mower @ $18,166.65 from Green Valley, Keystone, second by Van Scoyoc. On roll call all voted aye. Motion carried.

Motion by Van Scoyoc to grant permission to Bill Daily to attend the Iowa League of Cities Annual Conference in Davenport September 23-25th, second by DeRycke. On roll call all voted aye. Motion carried.

City Administrator’s Report:
   1. The blighted area survey has been completed. It was found that the area should meet the federal guidelines. The information has been sent to IDED.

      2. The application for a police grant has been denied. The grant was to help with hiring a 5th Fulltime Police Officer.

      3. A meeting was held with representatives from the Vision Iowa Board to answer any questions concerning the denial of the CAT grant application.  Discussion was held on what needs to be done next time if the City decides to apply again for a CAT Grant. The next CAT grant applications are due October 15th.

      4. The Vision Iowa Aquatic Center Cat Grant presentation will be held on Wednesday, August 12th at 10:00 a.m. in the Des Moines Blank Park Zoo.

      5. Housing is still needed for the Walldogs Event that will be held in September.

      6.  Bill stated he will be taking vacation time in the next couple of weeks.

Motion by Reekers to adjourn the meeting, second by Kurovski. On roll call all voted aye. Meeting adjourned at 6:26 p.m.
