The regular meeting of the Belle Plaine City Council met on August 17, 2009 at 6:00 p.m. in the city council chambers with Mayor Jim Daily presiding.  Present: James Kurovski, Marv DeRycke and Harold Ealy. Also present City Attorney Larry Schlue and City Administrator Bill Daily.  Absent:  Craig Van Scoyoc and Garrison Reekers.

Motion by DeRycke to approve the consent agenda consisting council minutes from August 3, 2009, bills @ $ 139,664.04 and minutes from the Community Center Board – June 24th & Planning & Zoning Committee – July 13th and August 10th, second by Ealy. On roll call all voted aye. Motion carried.

Jeff Heil, Northland Security Inc., presented the proposed $2,100,000 GO debt schedule for the Aquatic Center.  Heil said the city has received an “A” rating from S&P with a “stable” outlook.  Because of this rating, Belle Plaine could save approximately $96,000 in debt payments compared to non-rated bonds.  Motion by Ealy to approve Resolution #09-8-5 authorizing the bond purchase of $2,100,000 in General Obligation Aquatic Center Bonds, Series 2009A, second by Kurovski. On roll call all voted aye. Motion carried.

Fostering Dogs – Janice Zumbrunnen: Scratched.

The next Committee of the Whole meeting will be September 21st at 5:00 p.m. The public is invited to attend.

Belle Plaine Development Corporation Director Jon Dayton gave the monthly report.

Chief Kris Hudson gave the monthly Police Department report.

Motion by DeRycke to amend Resolution #09-8-3 to read “ to place temporary stop signs at 8th Avenue and 13th Street making it a four-way stop, stop signs on 12th Street at 8th Avenue for north and south traffic on 8th Avenue. It is also necessary to establish temporary “no parking” between 7th Avenue & 8th Avenue to 11th Street and on 8th Avenue from 11th Street to 13th Street” during the construction work on the railroad crossing on 7th Avenue, second by Kurovski. On roll call all voted aye. Motion carried.

Motion by Ealy to approve Resolution #09-8-3 as amended, second by Kurovski. On roll call all voted aye. Motion carried.

The September 7th council meeting will be rescheduled to September 8th because of the Labor Day holiday.

City Administrator Reports:

  1. Bill updated everyone on the Fascade Master Plan and the CDBG funding. He stated there will be an IDED meeting August 24th in Des Moines. 
  2. The Aquatic Center Cat Grant presentation given by Joel Formanek, Parks and Recreation Director went well. The presentation was given to the Iowa Vision Board.
  3. The Habitat for Humanity ground breaking at 408 11th Street will take place on August 18th at 6:30 p.m.
  4. Bill asked for anyone that would be interested in housing the artists (The Walldogs) who will be in Belle Plaine for the “Living History” weekend to call City Hall.

Correspondence:  Mayor Daily read a “thank you” from the Belle Plaine Ambulance Staff for the city’s support.

Motion by Ealy to adjourn the meeting, second by DeRycke. On roll call all voted aye. Meeting adjourned at 6:35 p.m.
