Council Minutes – September 21, 2009

September 21, 2009

The regular meeting of the Belle Plaine City Council met on September 21, 2009 at 6:00 p.m. in the city council chambers with Mayor Jim Daily presiding.  Present:  James Kurovski, Garrison Reekers, Marv DeRycke, Craig Van Scoyoc and Harold Ealy.  Also present was City Administrator Bill Daily.  Absent:  City Attorney Larry Schlue.

Motion by DeRycke to approve the consent agenda consisting of council minutes from September 8 and bills @ $ 55,066.43, second by Ealy. On roll call all voted aye. Motion carried.

Motion by Ealy to cash in two certificates of deposits in the amount of $207,435.25 & $102,907.32 and put the money into the regular checking account making sure that they are in a separate account to identify them, second by Kurovski. On roll call all voted aye. Motion carried.

Motion by DeRycke to approve the scope of services agreement with Stanley Consultants for the preparation of an Iowa Brownfield Redevelopment Program Application with the Iowa Department of Economic Development and Iowa Department of Natural Resources @$2500, second by Van Scoyoc. On roll call all voted aye. Motion carried.

Motion by Ealy to approve the Walldog Mural Agreement with the 4 building owners where the murals were placed, second by Van Scoyoc. On roll call all voted aye. Motion carried.

George Burrows – 1715 7th Avenue was present to address the city’s open burning ordinance.  Burrows stated he is concerned about how Belle Plaine’s open burning affects his wife health and as well as environmental problems. Mayor Daily said the Council would review the ordinance.

Belle Plaine Community Development Corporation Director Jon Dayton gave his monthly report.

Police Chief Kris Hudson gave the monthly police report. Hudson stated he had hired Amy Baldus as a new parttime police officer.  Mayor Daily gave the oath of office at this time to Amy.

October 19th will be the date for the next Committee of the Whole work session.  Everyone may attend this meeting.

 

 

City Administrator Report:

  1. Bill said he hasn’t ever been involved with anything like the Walldogs event that was held in Belle Plaine the past weekend. He felt the event generated lots of excitement and interest.
  2. Schmidt Construction who is in charge of the storm sewer project on 5th Avenue & 6th Street reports the project continues to grow as it moves along.
  3. The City has been successful in getting an utility easement from Craig Mantz for the future 9th Avenue Storm Sewer/13th Avenue Sanitary Sewer Project.
  4. The City has been successful in receiving a $96,000 CAT grant for the Aquatic Center Project. The Aquatic Center construction is moving forward.   Concrete will poured on the 23rd.

Bill has not heard back from Russ Hach on his water line decision.

  1.  Bill will be attending the Iowa League of Cities Conference in Davenport on September 24th & 25th.

Residents Comments:  Merle Leonard was present to discuss a storage shed near his property.

Motion by Reekers to adjourn the meeting, second by Ealy. On roll call all voted aye. Meeting adjourned at 6:51 p.m.
