Council Minutes – November 2, 2009

November 2, 2009

The regular meeting of the Belle Plaine City Council met on November 2, 2009 at 6:00 p.m. in the city council chambers with Mayor Jim Daily presiding.  Present:  James Kurovski, Marv DeRycke, Harold Ealy and Garrison Reekers.  Also present:  City Attorney Larry Schlue and City Administrator Bill Daily. Absent:  Craig Van Scoyoc.

Motion by Ealy to approve the consent agenda consisting of the October 19th council minutes, bills @ $81,873.68 & the receiving/filing of minutes from:  Library Board – September 22, Committee of the Whole-October 19 & Medical Board – October 26, second by Kurovski. On roll call all voted aye. Motion carried.

Bev Winkie & Dean Carl, Belle Plaine Historical Society, gave an update on the new mural at the museum. Winkie thanked the Council for helping with the mural. Winkie asked the council to consider helping with the purchase of lights for the mural @ $5,000 and also pay the monthly light bill.  Mayor Daily instructed the staff to put this on the next Committee of the Whole meeting agenda on November 16th .

Motion by Ealy to approve change order #1 from Dave Schmitt Construction for additional seal coating and manhole plug removal on the Williams Park area storm sewer project @ $3,632.50, second by Reekers. On roll call all voted aye. Motion carried.

Motion by DeRycke to approve payment #3 to Dave Schmitt construction for the Williams Park area storm sewer project @ $9,203.13, second by Kurovski. On roll call all voted aye. Motion carried.

Motion by Ealy to accept the Medical Center Board recommendation to approve the construction contract with Garling Construction for Phase I for the Medical Center Remodeling  Project @ $31,708, second by Reekers. On roll call all voted aye. Motion carried.

Motion by Ealy to accept the Medical Center Board recommendation to approve the construction contract with Garling Construction for Phase II for the Medical Center Remodeling Project @ $28,514.95, second by Reekers. On roll call all voted aye. Motion carried.

Motion by Ealy to accept the Medical Center Board recommendation to approve the construction contract with Garling Construction for Phase III of the Medical Center Remodeling Project @ $29,611.12, second by Reekers. On roll call all voted aye. Motion carried.

Motion by Ealy to approve the 13th Avenue sanitary sewer easement with Craig & Julie Mantz, second by Kurovski. On roll call all voted aye. Motion carried.

Motion by Kurovski to approve the 13th Avenue temporary sanitary sewer easement with Craig & Julie Mantz, second by DeRycke. On roll call all voted aye. Motion carried.

Motion by DeRycke to approve the 13th  Avenue temporary sanitary sewer easement with Chester Frederick, second by Ealy. On roll call all voted aye. Motion carried.

Consideration of action on the disposition of alley west of Longfellow School:  Discussion held.   Motion by DeRycke to table this until the next Committee of the Whole meeting, second by Ealy. On roll call all voted aye. Motion carried.

City Administration Reports:
 1.   Bill reported the Aquatic Center Project is moving along well. The concrete should all be poured by the end of November. 

2.   An informational  façade master plan meeting  was held last week with about 42 attending.  There were mixed reviews from the owners of the downtown businesses on the plan. Temporary easements to the buildings are needed to move ahead with the CDBG application.  Bill said he will continue the discussions with the business owners.

Correspondence:  A plaque was presented to the Mayor from the Cedar Valley Habitat for Humanity for the dedicated service from the City of Belle Plaine.

Motion by Reekers to adjourn the meeting, second by Ealy. On roll call all voted aye. Meeting adjourned at 6:24 p.m.
