Council Minutes – October 19, 2009

October 19, 2009

The regular meeting of the Belle Plaine City Council met on October 19, 2009 at 6:00 p.m. in the city council chambers with Mayor Jim Daily presiding. Present:  James Kurovski, Marv DeRycke, Harold Ealy, Garrison Reekers and Craig Van Scoyoc.  Also present City Attorney Larry Schlue and City Administrator Bill Daily.

Motion by Kurovski to approve the consent agenda consisting of council minutes from October 5th and bills @ $ 214,099.18, second by Ealy. On roll call all voted aye. Motion carried.

Doug Elliott, ECICOG Executive Director, gave an update on the different projects and activities the agency participated in during 2008-09 and what is available to government agencies.

Motion by Ealy to approve Resolution #09-10-1 of Necessity for unpaid bills, second by Kurovski. On roll call all voted aye. Motion carried.

Motion by Reekers to approve Resolution #09-10-2 a snow emergency declaration, second by Van Scoyoc. On roll call all voted aye. Motion carried.

Motion by DeRycke to accept the title to 830 12 Street, second by Reekers. On roll call all voted aye. Motion carried.

Motion by Van Scoyoc to approve change order request #3 from Garling Construction for additional ADA parking at the Aquatic Center @ $ 3,190.00, second by Ealy. On roll call all voted aye. Motion carried.

Motion by DeRycke to approve payment #1 to Mechanical Inc @ $178,143.05 for the Aquatic Center Project, second by Ealy. On roll call all voted aye. Motion carried.

Police Chief Hudson gave the monthly police department report.

The November Work Session will be held on November 16th at 5:00 p.m. This meeting is open to the public.

Motion by Kurovski to approve Resolution #09-10-3 for the transfer of funds @ $525,000 from the debt fund to the aquatic facility fund, second by Van Scoyoc. On roll call all voted aye. Motion carried.

 

City Administrator Report:

  1. Bill said the waste water plant’s water & heat line replacement project is in full swing. Hopefully, it will be completed this week and the yard waste site can be opened again.
  2. The Streetscape/Façade Master Plan project informational meeting will be held on Tuesday, October 27th at 6:00 at the Community Center.
  3. Legislative Open House will be on Tuesday, November 17th at 4:00 p.m. in the Coralville City Hall.

Residents Comments: None

Correspondence: A letter has been received from the Belle Plaine Historical Society requesting the use of the parking area west of the museum during the placement of the brick mural on the west wall.  Permission granted.

Old Business: Van Scoyoc stated he had received several calls concerning the alley that has been closed by Longfellow School. Van Scoyoc felt since winter is coming the Council should look at this closure again. The topic will be placed on the next council agenda.

Motion by Reekers to adjourn the meeting, second by Ealy. On roll call all voted aye. Meeting adjourned at 6:22 p.m.
