The regular meeting of the Belle Plaine City Council met on October 5, 2009 at   6:00 p.m. in the city council chambers with Mayor Jim Daily presiding. Present: James Kurovski, Garrison Reekers, Marv DeRycke, Craig Van Scoyoc and Harold Ealy.  Also present was City Attorney Larry Schlue and City Administrator Bill Daily.

Motion by DeRycke to approve the consent agenda consisting of council minutes from September 21, bills @ $318,289.86 and minutes from: Community Center – July 22, Planning & Zoning – August 10, Library Board – August 25, Committee of the Whole – September 21 and Airport Commission – September 3, second by Ealy. On roll call all voted aye. Motion carried.

Gina Trimble CPA from Ridihalgh, Fuelling, Snitker, Weber & Co, handed out the 2008-09 city audit.  Discussion/questions followed.

Motion by Reekers to approve the 1st reading of Ordinance #9-5 to add Section 29 for fostering a dog/cat.  Died for a lack of second.

Motion by Ealy to approve the bid from Expert Insulation @$14,000 to insulate city hall with core foam masonry. There will be a rebate of $9,800 from Alliant, second by Kurovski. On roll call all voted aye. Motion carried.

Motion by Van Scoyoc to approve the Belle Plaine Development’s request to close Main Street 8th Avenue to 9th Avenue 5:00 – 7:00 p.m. for the “Trunk or Treat” event, second by Reekers. On roll call all voted aye. Motion carried.

Motion by Van Scoyoc to approve payment #3 to Ricchio Inc @ $168,000 for the Aquatic Facility, second by Ealy. On roll call all voted aye. Motion carried.

Motion by Ealy to approve the Water Meter Reader Independent Contractor Agreement with Al Dvorak, second by Reekers. On roll call all voted aye. Motion carried.

Motion by DeRycke to approve amendment to the 13th Avenue Sanitary Sewer Service Agreement with Anderson-Bogert for engineering services, adding storm sewer replacement on 11th Street & 9th Avenue, second by Kurovski. On roll call all voted aye. Motion carried.

Motion by Ealy to approve change order #1 request from Garling Construction for additional entrance area lighting for the Aquatic Facility parking lot, second by Van Scoyoc. On roll call all voted aye. Motion carried.

Mayor opened the sealed bids for the sale of the fire department’s former personnel carrier (1980 chevy van).  Eldon & Janet Kephart-$815; Wade Roth-$852; Mike Kerr-$631; John Frimml-$1025; Dan Carl- $550; John Grieder-$1050 and John Chekal-$1580.  Motion by Van Scoyoc to approve John Chekal’s bid of $1580 for the fire department’s 1980 chevy van, second by DeRycke. On roll call all voted aye. Motion carried.

City Administrator’s Report:

  1.   The 2nd concrete pour is completed at the Aquatic Center. The 3rd pour should be this Wednesday. The Hach water line has been resolved.
  2.   The Police Dept has received word they will be receiving the STEP grant again this year.  It will be $3,500-$4,000 and will be used for car videos.
  3.   With the construction at Longfellow school there has been extreme dirt/dust. The city performed street sweeping last Friday.  School drop off zones and snow routes at the Longfellow School are being reviewed.
  4.    One house has been completed for the housing rehab program. Several other applications have been received. The city pledged to help fund 6 houses.
