The regular meeting of the Belle Plaine City Council met on December 21, 2009 at 6:00 p.m. in the city council chambers with Mayor Jim Daily presiding. Present: James Kurovski, Marv DeRycke, Harold Ealy, Garrison Reekers and Craig Van Scoyoc. Also present: City Attorney Larry Schlue and City Administrator Bill Daily.

Motion by Kurovski to approve the consent agenda consisting of the December 7th council minutes and bills @ $ 131,014.15, second by Ealy. On roll call all voted aye. Motion carried.

Public Hearing 6:00 p.m. Community Development Block Grant Application.  Motion by DeRycke to open the public hearing, second by Ealy. On roll call all voted aye. Motion carried.  City Administrator explained the Community Development Block Grant Application for the Downtown Revitalization Project in the amount of $ 500,000. Mayor Daily asked any questions/comments. None. Motion by Ealy to close the public hearing, second by Kurovski. On roll call all voted aye. Motion carried.

Motion by Kurovski to approve Resolution #09-12-6 authorizing & approving the submission of an application for the Community Development Block Grant for the Downtown Revitalization Project in the amount of $500,000, second by Ealy. On roll call all voted aye. Motion carried.

Motion by Kurovski to approve Resolution #09-12-4 for the transfer of funds for the Aquatic Facility Project, second by Van Scoyoc. On roll call all voted aye. Motion carried.

Motion by Kurovski to approve Resolution #09-12-5 setting February 1, 2010 as the date/time for the Public Hearing for the 2009 Sanitary & Storm Sewer Project, second by Van Scoyoc. On roll call all voted aye. Motion carried.

Motion by Kurovski to approve the Community Attraction/Tourism Grant Agreement for the Belle Plaine Family Aquatic Center @ $96,000, second by Ealy. On roll call all voted aye. Motion carried.

Motion by Kurovski to approve Resolution #09-12-7 supporting the Community Attraction & Tourism Application and the Construction of the Belle Plaine Downtown Revitalization Project, second by Ealy. On roll call all voted aye. Motion carried.

Motion by DeRycke to set January 18, 2010 at 6:00 p.m. as the date/time for the Public Hearing for the 2009-2010 budget amendment, second by Ealy. On roll call all voted aye. Motion carried.

Motion by Ealy to authorize the Mayor to sign the Airport Five-Year Capital Improvement Plan and submit it to FAA, second by Van Scoyoc. On roll call all voted aye. Motion carried.

Motion by DeRycke to approve payment #3 to Garling Construction @ $91,516.00 for the Aquatic Center Project, second by Kurovski. On roll call all voted aye. Motion carried.

Police Chief Kris Hudson gave the monthly Police Department report.

January 18, 2010 will be the date the next Committee of the Whole meeting. Everyone is welcomed to attend.

City Administrator Report:

  • Bill said there were several very qualified candidates for the BPCDC Director position.  Hopefully by January 1st a new director will start.
  • December 8 & 9th the city crew spent countless hours with snow removal and put forth excessive labor effort.
  • On December 11th there was a water main break. Again the city crew spent lots of hours over the weekend fixing the break.   The crew did an incredible job with the water main break.
  •  Employee union negotiations will begin in January .
  • According to the Union Pacific Railroad the 9th Avenue crossing will open tomorrow.

Motion by Reekers to adjourn the meeting, second by Ealy. On roll call all voted aye. Meeting adjourned at 6:19 p.m.
