January 18, 2010
The regular meeting of the Belle Plaine City Council met on January 18, 2010 at 6:00 p.m. in the city council chambers with Mayor Jim Daily presiding. Present: Craig Van Scoyoc, Harold Ealy, Garrison Reekers & Jason Parizek. Also present Assistant City Attorney Amy Dolash and City Administrator Bill Daily. Absent: Marv DeRycke.
Motion by Ealy to approve the consent agenda consisting of the January 4th council minutes and bills @ $178,907.34, second by Van Scoyoc. On roll call all voted aye. Motion carried.
Motion by Ealy to open the Public Hearing on the 2009-2010 Budget Amendment, second by Reekers. On roll call all voted aye. Motion carried. Mayor Daily asked for questions/comments. None. Motion by Van Scoyoc to approve Resolution #10-1-2 approving the 2009-1020 budget amendment, second by Ealy. On roll call all voted aye. Motion carried.
Motion by Van Scoyoc to approve the 2nd reading of Ordinance #10-1 amending Chapter 46 Curfew for Minors, second by Ealy. On roll call all voted aye. Motion carried.
Motion by Ealy to approve Payment #4 to Garling Construction @ $98,126.00 for the Aquatic Facility Project, second by Parizek. On roll call all voted aye. Motion carried.
Mayor Daily stated 3 bids had been received for the two year tree removal contract. On each bid were : (1.) Under a 24” tree (2.) 24” and greater tree. Wiese Tree Service- $125 & $500; Hupfeld Stump Removal-$275 & $575; and P & T Tree Service-$475 & $895. Motion by Ealy to accept the low bid from Wiese Tree Service for the 2 year tree removal contract, second by Van Scoyoc. On roll call all voted aye. Motion carried.
Motion by Ealy to authorize the Mayor to sign an Engineering Service Agreement with Clapsaddle-Garber for the acquisition of snow removal equipment at the municipal airport, second by Reekers. On roll call all voted aye. Motion carried.
Tuesday, February 16th will be the next Committee of the Whole meeting at 5:00 p.m. Anyone may attend this meeting.
Police Chief Kris Hudson gave the monthly/yearly police department report.
City Administrator Reports:
1. Bill said the CAT grant application has been submitted.
2. Insulation at City Hall has been completed .
3. The Initial Union Negotiations will meet on Thursday, January 21st at 1:00 p.m.
4. The Kollmorgen, Schlue & Zahradnik Law Office will hold an Open House on January 22nd
3:00-7:00 p.m.
5. There will be a Retirement Celebration on January 30th for Dennis Garling of Garling Construction. The open house will be from 5:00-9:00 p.m. at the Belle Plaine Country Club.

Correspondence: Mayor Daily read a letter from the State of Iowa (Department of Natural Resources) informing Belle Plaine that the $100,000 application submitted for I-JOBS Improved Green Urban Storm Grant has been approved.

Motion by Reekers to adjourn the meeting, second by Ealy. On roll call all voted aye. Meeting adjourned at 6:25 p.m.
