Council Minutes – March 1, 2010

March 1, 2010

The regular meeting of the Belle Plaine City Council met on March 1, 2010 at 6:00 p.m. in the city council chambers with Mayor James Daily presiding.  Present:  Garrison Reekers, Harold Ealy and Craig VanScoyoc.   Also present:  City Attorney Jennifer Zahradnik and City Administrator Bill Daily. 
Absent:  Marv DeRycke and Jason Parizek.

Motion by Ealy to approve the consent agenda consisting of council minutes from February 16th , bills @ $58,711.09, & the receiving/filing of January 26th Library Board minutes, second by Van Scoyoc. On roll call all voted aye. Motion carried.

Mayor Daily opened the Public Hearing at 6:00 p.m. for the proposed 2010-2011 city budget.  Mayor Daily asked for comments/questions.  None.   Motion by Ealy to approve the 2010-2011 city budget as presented, second by Reekers. On roll call all voted aye. Motion carried.

Motion by Ealy to approve Resolution #10-3-1 authorizing & approving the submission of an application to the State of Iowa Office of Energy Independence for the Energy Efficiency & Community Through Enhancements, second by Reekers. On roll call all voted aye. Motion carried.

Motion by approve Resolution #10-3-2 adopting the Belle Plaine Partners for Beautification as a program consistent with city efforts to improve the quality of life within the community through enhancements, second by Ealy. On roll call all voted aye. Motion carried.

Motion by Van Scoyoc to approve the request from Polar Bird Peppy’s to operate an ice cream truck within the city, second by Reekers. On roll call all voted aye. Motion carried.

Discussion was held on whether to make Highway 21 (13th Street & 7th Avenue) a 3 lane or to keep it a 4 lane highway.  Police Chief Hudson said he had submitted a request to the DOT to do a speed study on the highway to determine if the speed limits are what they should be.  After much discussion, the Council felt it would be best to leave it as it is, and wait to see how the new school impacts traffic.

Discussion on angle parking on 8th Avenue between 14th & 16th Street:   City Administrator Bill Daily stated there had been an accident last week on 8th Avenue due to angle parking. It is the only place in town where there is angle parking in front of a residence.  Council instructed City Attorney Zahradnik to draw up an amendment to the present parking ordinance.

 Discussion on holiday pay for part-time police officers:  Police Chief Hudson stated he needed some direction on what to do about part time officers’ pay for holidays.  Council instructed Hudson to pay the officers time and half when they work on holidays.

City Administrator Reports:

  1. Bill stated he has been in contact with the insurance companies that have been holding money for the demolition of the fire damaged houses at 902 13th Street & 1409 6th Avenue.  The companies are now getting bids for this demolition.  This is still a long way from being completed.
  2. The Downtown Revitalization CAT Grant presentation will be held at the Science Center in Des Moines on March 10th at 10:00 a.m.
  3. At present Bill said he is working on the I-JOBS grant application for the sewer/storm sewer project.
  4. City Administrator Bill Daily requested permission to attend the Main Street Iowa Workshop on March 17th in West Des Moines.  Motion by Ealy to approve this request from Bill Daily to attend the Main Street Iowa Workshop on March 17th in West Des Moines, second by Van Scoyoc. On roll call all voted aye. Motion carried.
