Council Minutes – May 17, 2010

The regular meeting of the Belle Plaine City Council met on May 17, 2010 at 6:00 p.m. in the city council chambers with Mayor Jim Daily presiding.  Present: Marv DeRycke, Garrison Reekers, Craig Van Scoyoc and Harold Ealy. Also present City Attorney Jennifer Zahradnik and City Administrator Bill Daily.  Absent: Jason Parizek

Motion by Ealy to approve the consent agenda consisting of the May 3rd council minutes and bills @ $294,272.84, second by Van Scoyoc. On roll call all voted aye. Motion carried.

Motion by DeRycke to approve the outdoor service permits for The Oasis, second by Van Scoyoc. On roll call all voted aye. Motion carried.

Motion by Ealy to appoint Mardene Garling to fill an unexpired term to the Community Center Board (term ending June 30, 2010), second by DeRycke. On roll call all voted aye. Motion carried.

Motion by Van Scoyoc to approve Resolution #10-5-11 authorizing Payment #1 to Denver Underground @$75,339.71 for the 2009 Sanitary and Storm Sewer Improvement Project, second by Reekers. On roll call all voted aye. Motion carried.

Motion by DeRycke to approve Payment #8 to Garling Construction @ $176,700.95 for the Aquatic Center Project, second by Ealy. On roll call all voted aye. Motion carried.

Motion by Van Scoyoc to approve the bid from DRC @ $21,120 plus the additional bid option of $5,114 for additional 2” insulation & $2,932 for the main sewer plant roof metal cap, second by Ealy. On roll call all voted aye. Motion carried.

Motion by Ealy to approve a 5 year lease agreement with Iowa Health Physician’s to lease the medical building, second by Van Scoyoc. On roll call all voted aye. Motion carried.

Motion by DeRycke to approve the Interstate Power and Light Company Electric Facilities Extension Agreement in the amount of $13,865.61 for service to the Aquatic Center, second by Ealy. On roll call all voted aye. Motion carried.

City Administrator’s Reports:

  1.  The Aquatic Center Project is still on schedule with 19 working days left before the tentative opening date of May 29th.
  2. The 13th Avenue Sewer Project should be done this week, weather permitting. The second part of the project will start soon.

 

  1.  The Downtown Revitalization Project Meeting last week was well attended.  Another meeting is planned in coming weeks.  The city has received word that the application for the Community Attractions and Tourism (CAT) grant was denied by the Vision Iowa Board for the streetscape. Bill said now the city will have to back to the drawing board and trim something out of the project, or find another way to make up for the shortage of finances.  A possibly could be a special assessment over a period of years for business owners.  
  2. The Main Street Iowa Annual Visit will be held May 26th at 2:30 p.m. at the library.  City officials and employees are asked to attend.

Residents Comments: None.

Correspondence:  Mayor Daily read a letter from the Institute of Public Affairs confirming the city’s application for joint training and technical assistance to enhance economic development.

Mayor Daily also read a letter from the IDOT informing the city that the letting for the HMA resurfacing project on Iowa 21 from the east junction with US 6 north to the north corporation limits of Belle Plaine will be held on May 18th.

Motion by Reekers to adjourn the meeting, second by Ealy. On roll call all voted aye. Meeting adjourned  at 6:16 p.m.
