July 19, 2010
The regular meeting of the Belle Plaine City Council met on July 19, 2010 at 6:00 p.m. in the city council chambers with Mayor Jim Daily presiding. Present: Garrison Reekers, James Kurovski, Marv DeRycke, Craig Van Scoyoc. Also present City Attorney Jennifer Zahradnik and City Administrator Bill Daily. Absent: Harold Ealy.
Motion by Kurovski to approve the consent agenda consisting of council minutes from July 6 & special meeting on July 15th and bills @ $226,250.92, second by Van Scoyoc. On roll call all voted aye. Motion carried.
Motion by DeRycke to approve the renewal of Class E liquor & Sunday sales permits for Country Foods, second by Reekers. On roll call all voted aye. Motion carried.
Motion by DeRycke to approve Resolution #10-7-1 authorizing partial payment to Denver Underground & Grading @ $110,466.51 for the Sanitary & Storm Sewer Improvement Project, second by Van Scoyoc. On roll call all voted aye. Motion carried.
Motion by Van Scoyoc to approve the 3rd reading of Ordinance #10-4 adding Chapter 100 Wind Energy Systems, second by Reekers. On roll call all voted aye. Motion carried.
Motion by DeRycke to approve the 3rd reading of Ordinance #10-5 adding Chapter 101 Providing for the Division of Taxes Levied on Certain property in the 2006 Addition to the Belle Plaine Urban Renewal Area, second by Reekers. On roll call all voted aye. Motion carried.
Motion by Van Scoyoc to approve Change Order #2 for the Use of Helical Piers in Lieu of Augured Concrete Footings for Papi Light Installation at the Municipal Airport, second by Kurovski. On roll call all voted aye. Motion carried.
Motion by DeRycke to approve Resolution #10-7-2 Accepting Work on the Airport Lighting Improvements Project at the Municipal Airport, second by Van Scoyoc. On roll call all voted aye. Motion carried.
Retainage Payment to Ricchio, Inc for the Aquatic Center: Scratched.
Motion by Van Scoyoc to authorize the payment to Connerly Construction for the Housing Rehabilitation at 1903 10th Avenue @ $13,075.00, second by Reekers. On roll call all voted aye. Motion carried.
Motion by DeRycke to authorize the payment to the 1903 10th Avenue property owner for overpayment of Housing Rehabilitation @ $3,729.00, second by Kurovski. On roll call all voted aye. Motion carried.
Motion by Reekers to authorize the final payment to Pettingill Construction for Housing Rehabilitation at 1601 11th Avenue @ $27,854.50, second by DeRycke. On roll call all voted aye. Motion carried.
Motion by Van Scoyoc to authorize the final payment to Connerly Construction for Housing Rehabilitation at 1601 11th Avenue @ $5,068.00, second by Reekers. On roll call all voted aye. Motion carried.
Motion by DeRycke to authorize the payment to the 1601 11th Avenue property owner for overpayment of Housing Rehabilitation @ $2,579.50, second by Van Scoyoc. On roll call all voted aye. Motion carried.
Motion by Van Scoyoc to approve the Community Development Block Grant Contract with the Iowa Department of Economic Development in the amount of $500,000 for implementation of the Façade Master Plan, second by Kurovski. On roll call all voted aye. Motion carried.
Motion by DeRycke (per Police Chief’s recommendation) to promote Amy Baldus to Full-time Police Officer status, second by Van Scoyoc. On roll call all voted aye. Motion carried.
August 16th at 5:00 p.m. will be the date/time for the next Committee of the Whole meeting.
Belle Plaine Community Development Report by Director Jeanne Duffy: Scratched because of illness.
Police Chief Hudson gave the monthly police department report.
City Administrator’s Report:
- Bill stated an update on the Belle Plaine Family Aquatic Center by Anna Upah was placed in the council’s packet for review. The high diving board will remain closed until the problems are fixed.
- Bill said he will be attending the IaCMA Summer Conference in Storm Lake this week. He will be gone from July 21-23.
Correspondence: Mayor Daily read a letter from Governor Chet Culver informing the city that Bill Daily, City Administrator has been selected for a 2010 Governor’s Volunteer Award for his outstanding commitment and service.
Old Business: Mayor Daily presented a beautiful plaque, flower & Belle Plaine bucks to City Clerk Kaye Buch for her 20 years of service to the City of Belle Plaine.
Motion by Kurovski to adjourn the meeting, second by Van Scoyoc. On roll call all voted aye. Meeting adjourned at 6:18 p.m.
