Council Minutes – July 6, 2010

The regular meeting of the Belle Plaine City Council met on July 6, 2010 at 6:00 p.m. in the city council chambers with Mayor Jim Daily presiding.   Present:  Marv DeRycke, Harold Ealy, Garrison Reekers , Craig Van Scoyoc.  Also present:  Assistant City Attorney Amy Dolash and City Administrator Bill Daily.

Motion by Ealy to approve the consent agenda consisting of council minutes from June 21st, bills @ $44,699.66, and the receiving/filing of minutes from: Library Board – May 25th; Community Center – May 26th, Committee of the Whole – June 21st & Airport Commission – April 1st, second by Reekers. On roll call all voted aye. Motion carried.

Motion by Ealy to approve the appointment of James Kurovski as 3rd Ward Councilperson to replace Jason Parizek, second by Van Scoyoc. On roll call all voted aye. Motion carried.

At this time Mayor Daily gave the oath of office to James Kurovski.   Councilman Kurovski took his place at the council table.

Shaun Wiebold – Mowing Bill:  No one present.

Motion by DeRycke to approve the 2nd reading of Ordinance #10-4 adding Chapter 100 Wind Energy Systems, second by Ealy. On roll call all voted aye. Motion carried.

Motion by Van Scoyoc to approve the 2nd reading of Ordinance #10-5 adding Chapter 101 providing for the division of taxes levied on certain taxable property in the 2006 addition to the Belle Plaine Urban Renewal Area, second by Ealy. On roll call all voted aye. Motion carried.

Mayor Daily opened police car bids:  John Grieder Motors – 2011 Chevrolet Impala Police 4 door-$22,000; Johnson Motors Co. – 2010 Dodge Charger Police package V6 – $21,533; Karl Chevrolet/Jeff Kromrie (Ankeny) – 2010 Fleet Chevrolet Impala Police 4 dr – $28,005; 2010 Fleet Chevrolet Tahoe 2 WD 4 dr – $34,898; 2010 Fleet Chevrolet Tahoe 4WD 4 dr – $38,328; 2010 Fleet Chevrolet Silverado 1500 4Wd Crew Cab – $ 37,779.  Motion by DeRycke to accept Johnson Motor bid @ $21,533 as presented with the understanding that this would not include a trade-in, second by Reekers. On roll call DeRycke, Ealy, Reekers voted aye. Van Scoyoc voted nay.  Motion carried.

Lee Mescher – Request to fill in ditch on the lot west of his residence at 1212 1st Street:  Mescher  said he plans to build a garage on the lot west of his residence.  He wondered if a culvert would be needed when filling the ditch.  City Administrator Bill Daily said a culvert is recommended.  Motion by Ealy to allow Mescher to fill in the ditch west of his residence at 1212 1st Street with the understanding a culvert would have to be installed, second by Reekers. On roll call all voted aye. Motion carried.

Motion by Ealy to give a $10,000 donation to the Belle Plaine Partners for Beautification if the Reap Grant is approved, second by DeRycke. On roll call all voted aye. Motion carried.

Motion by DeRycke to approve the resignations of Police Officer Chris Shine and Police Officer Matt Aicher, second by Van Scoyoc. On roll call all voted aye. Motion carried.

  Rich Tomkins – Discuss notice:  Tomkins was present to discuss a notice that the police department had issued regarding the Tomkins having too many dogs. Tomkins explained that their home is a foster home for the Mississippi German Shepherd Rescue.  The Tomkins’ would like permission to house the last german shepherd until August 1 and at that time they would resign as a rescue home.  Council felt this would be acceptable.

City Administrator Reports:

  • Bill said the 9th Avenue Storm Sewer Project is wrapping up and should be completed soon.
  • The city has not received word on the I-Job Main Street grant for the downtown revitalization project. Bill said if the grant is approved the city must be ready to move on the projects.

Correspondence:  Mayor Daily read a thank you from the Belle Plaine Ambulance for the city’s annual contribution.

Motion by Kurovski to adjourn the meeting, second by Ealy. On roll call all voted aye. Meeting adjourned at 6:52 p.m.
