December 5, 2011
The regular meeting of the Belle Plaine City Council met on December 5, 2011 at 6:00 p.m. in the city council chambers with Mayor James R. Daily presiding. Present: James Kurovski, Garrison Reekers, Harold Ealy and Marv DeRycke. Also present: City Administrator Bill Daily.
Absent: Craig VanScoyoc and City Attorney Jennifer Zahradnik.
Motion by Kurovski to approve the consent agenda consisting of the November 21st council minutes, bills @ $74,453.26 and receiving/filing of minutes from the Library Board û October 25th, seconded by Reekers. On roll call, all voted aye. Motion carried.
Motion by Ealy to approve Belle Plaine Partners for Beautification request authorizing submittal of a National Scenic Byways Grant for the construction of an educational pavilion at Beautiful Plaines Prairie Park, seconded by Reekers. On roll call, all voted aye. Motion carried.
Motion by Kurovski to approve Resolution 11-12-1 approving change order #3 relating to the Downtown Rehabilitation Faτade and Streetscape Improvements Project – $1,566.00, seconded by DeRycke. On roll call, all voted aye. Motion carried.
Motion by Kurovski to approve Resolution 11-12-2 approving change order #4 relating to the Downtown Rehabilitation Faτade and Streetscape Improvements Project – $262,913.18, seconded by Ealy. On roll call, all voted aye. Motion carried.
Motion by DeRycke to approve Resolution 11-12-3 approving partial payment #9 to Garling Construction relating to the Downtown Revitalization Project – $10,120.52, seconded by Ealy.
On roll call, all voted aye. Motion carried.
Discussion on abandoned properties 1002-4th Avenue and 1504-7th Avenue. Motion by Ealy to instruct city staff to take any action necessary to resolve the issue, seconded by Kurovski. On roll call, all voted aye. Motion carried.
Residents Comments: Judy Akers informed the council that she still has water problems. Her landlord is going to investigate to see if there is a crack that is allowing water to come in.
City AdministratorÆs Report:
The snow removal equipment building is complete and the snow plow is moving in today. .
Renaissance Restoration has wrapped up for the winter. They will be back in March or when weather allows. The project should be completed by July 4th.
.The Yardwaste/Compost site is open. There has been no determination on the cause of the fire.
Correspondence: Genevieve Conklin donated $500.00 to the airport in memory of Claude Conklin.

Motion by Kurovski to adjourn the meeting, seconded by Ealy. On roll call, all voted aye. Motion carried. Meeting adjourned at 6:30 p.m.
