Council Minutes – January 21, 2013

January 21, 2013

The regular meeting of the Belle Plaine City Council met on January 21, 2013 at 6:00 p.m. in the city council chambers with Mayor Dave Fish presiding.  Present: Garrison Reekers, Mary Pech, April McIntire, James Kurovski. Also present: Assistant City Attorney Jim Ries and City Administrator Bill Daily.  Absent: Marv DeRycke.

The Pledge of Alliance was recited.

Motion by Kurovski to approve the consent agenda consisting of the January 7th council

minutes, bills @ $47,424.13 and the receiving/filing of minutes from: Library Board-December 18, Community Center Board-November 28 & Variance Board-January 9th, second by Pech. On roll call all

voted aye. Motion carried.

Residents Comments: None

Motion by McIntire to approve the renewal of Class C Beer, Class B Wine (carryout) & Sunday Sales permits for Dollar General, second by Kurovski. On roll call all voted aye. Motion carried.

Motion by Pech to approve the renewal of Class C Beer, Class B Wine (carryout) & Sunday Sales permits for Country Foods, second by McIntire. On roll call all voted aye. Motion carried.

Jenn Draper, Benton County Area Substance Abuse, gave an update of accomplishments in 2012 and goals that have been set.

Belle Plaine Community Development Update-Director Sheila Hlas:  Scratched

Review & Consideration of Audit Proposals:  City Administrator Bill Daily handed out copies of audit proposals received. No decision made at this time.

February 6th at 5:00 p.m. will be the date and

time for the budget work session.

Ear Carter Jr. – Dangerous Animal Hearing According to Chapter #4-60-9 of Municipal Code:  After much discussion, a motion was made by McIntire to rescind the order to remove Carter’s dog, second by Reekers. On roll call all voted aye. Motion carried.

City Administrator Reports: 

  1. 1.       Bill stated the Green Stormwater Corrective Action Plan has been trimmed back to $200,000. It will be resubmitted to the IDED for further consideration. 
  2. 2.        Belle Plaine’s Main Street Historic District, (12th Street from 7th Avenue on West to 9th Avenue East, from 11th Street on the South on 13th Street on

      the North) is being considered by the State National Register Nominations Review Committee for a nomination to the National Register of Historic Places. This will take place on February 8th in  

      Des Moines.

 

Residents Comments: None

Correspondence: A letter from Alliant Energy was given to the Council.

Old Business: Mayor Fish asked about the plaque that was to be made for City Hall. Bill said it was in the hands of the sketch artist.

Richard Allen was recognized for his 40 faithful years of service to the City of Belle Plaine.

Motion by McIntire to adjourn the meeting, second by Kurovski. On roll call all voted aye. Meeting adjourned at 7:12 p.m.
