Council Minutes – November 19, 2012

November 19, 2012

 

 

The Belle Plaine City Council met on November 19, 2012 at 6:00 p.m. in the council chambers with Mayor Dave Fish presiding. Present: Marv DeRycke, Garrison Reekers, April McIntire, James Kurovski and Mary Pech on speaker phone. Also present: City Attorney Jennifer Zahradnik and City Administrator Bill Daily.

 Roll call was held and Pledge of Allegiance recited.

 

Motion by Kurovski to approve the consent agenda consisting of the November 5th council minutes, bills at $140,823.94, and the receiving/filing of the October 3rd and November 15th Airport Commission minutes, seconded by DeRycke. On roll call, all votes aye. Motion carried. 

Residents Comments:  None.

 

Sheila Hlas with the BPCDC gave an update on the Halloween Parade and discussed the festivities for the Christmas holiday season. She also asked the City Council to consider expanding the Incentive Grant area so other businesses could have the opportunity to  improve that are not in the original district. 

Motion by DeRycke to approve Resolution 12-11-1 approving TIF Urban Renewal Area Report, seconded by Reekers. On roll call, all voted aye. Motion carried.

 

Motion by McIntire to approve Resolution 12-11-2 Pursuant to Iowa Code Chapter 80D.7 Regarding the Carrying of Handgun and Taser by Reserve Officer, seconded by Reekers. On roll call, all voted aye. Motion carried. 

Motion by McIntire to approve Grieder Beverage Depot Renewal of Class E Liquor, Carryout Beer & Wine & Sunday Sales, seconded by Kurovski. On roll call, all voted aye. Motion carried.

 Motion by Kurovski to approve the Amendment to City Administrator’ Employment Agreement, seconded by Reekers. On roll call, all voted aye. Motion carried.

 Motion by DeRycke Authorizing Belle Plaine Partners for Beautification to submit an Iowa Living Roadways Grant to the State for funding to plant trees along the Airport entrance road, seconded by Reekers. On roll call, all voted aye. Motion carried.

 Motion by Kurovski Authorizing Chief Hudson to purchase rifles for the squad cars, seconded by Reekers. On roll call, all voted aye. Motion carried.

 Motion by Kurovski to Approve the Design Committee’s Recommendation Authorizing a Commercial Interior Grant not to exceed $7,500 and a Façade Grant not to exceed $7,500 at 723-12th Street, seconded by McIntire. On roll call, all voted aye. Motion carried.

 Motion by Kurovski to Approve the Design Committee’s Recommendation Authorizing a Commercial Interior Grant not to exceed $4,000 at 712-12th Street, seconded by DeRycke. On roll call, all voted aye. Motion carried.

 Motion by DeRycke to authorize the Mayor to sign the Engineering Agreement with Clapsaddle-Garber Associates for lighting improvements project at the Municipal Airport, seconded by Reekers. On roll call, all voted aye. Motion carried.

 Police Chief Kris Hudson gave an update for his department. He reported 138 calls for service and informed the council that they have had firearms training this week.

 City Administrator Update

  1. 1.      Water tables were stabilized. Four water leaks were found and repaired. The work on well #6 is continuing and stressed that we are not using well #6
  2. 2.      Wastewater Treatment System Facility Plan Update – council will be getting a copy of the plan to review and take appropriate actions.
  3. 3.      ECICOG Legislative Update – Open House will be in Coralville November 20th at 4 p.m.

 Residents Comments:  None

 Correspondence:  Mayor Fish asked that the city officials try to attend the Tree Lighting Ceremony. He also announced there will be a telethon Dec 2nd on KCRG 9.2 from 5-10 p.m. for Heritage Area Agency on Aging- Senior Dining & Meals on Wheels. The money will be used to make up shortage in Benton County and Linn County.    

 Old Business: Pech asked if the Lewis Nuisance Abatement was taken care of.

 Motion by Kurovski to adjourn the meeting, seconded by DeRycke. On roll call, all voted aye. Meeting adjourned at 6:55 p.m.
