Council Minutes – April 1, 2013

April 1, 2013

The regular meeting of the Belle Plaine City Council met on April 1, 2013 at 6:00 p.m. in the city council chambers with Mayor Dave Fish presiding.  Present: Marv DeRycke, Garrison Reekers, James Kurovski, Mary Pech. Also present City Attorney Jennifer Zahradnik and City Administrator Bill Daily.  Absent:  April McIntire.

The Pledge of Alliance was recited.

Motion by Kurovski to approve the consent agenda consisting of the March 18th council minutes, bills $106,057.22 & the receiving/filing of the March 18th Committee of the Whole minutes, second by DeRycke. On roll call all voted aye. Motion carried.

Residents Comments:  None

Motion by Kurovski to approve the 2nd reading of Ordinance #13-2 amending Chapter 96 of the Belle Plaine Municipal Code Section 8-96-20 (Swimming Pool Fence Requirements), second by Reekers. On roll call all voted aye. Motion carried.

Motion by Kurovski to waive the 3rd reading of Ordinance #13-2 amending Chapter 96 of the Belle Plaine Municipal Code Section 8-96-20 (Swimming Pool Fence Requirements), second by DeRycke. On roll call all voted aye. Motion carried.

 Motion by DeRycke to approve the 2nd reading of Ordinance #13-3 amending Chapter 96 of the Belle Plaine Municipal Code Section 8-96-26 (Requiring a Building Permit for Fences), second by Kurovski. On roll call all voted aye. Motion carried.

Motion by Pech to waive the 3rd reading of Ordinance #13-3 amending Chapter 96 of the Belle Plaine Municipal Code Section 8-96-26 (Requiring a Building Permit for Fences), second by Kurovski. On roll call all voted aye. Motion carried.

Motion by DeRycke to approve Resolution #13-4-2 of Necessity for unpaid snow removal bills, second by Reekers. On roll call all voted aye. Motion carried.

Motion by DeRycke to approve Resolution #13-4-1 Transfer of Funds, second by Kurovski. On roll call all voted aye. Motion carried.

Motion by Reekers to approve Resolution #13-4-3 Setting Water, Sewer & Garbage/Recycling Rates Effective July 1, 2013, second by Kurovski. On roll call all voted aye. Motion carried.

 

 

City Administrator Reports:

1. Much discussion was held on the clean-up and possible demolition of the Iowa Hotel.  Council directed City Attorney Zahradnik to move forward with legal action and directed City Administrator Bill Daily to move ahead on bid options for demolition.

2. The state has approved the amendment to the CDBG grant for the Downtown Green Stormwater project.  This will “free up” $200,000 in state funding to help with the water seepage problem on the south side of 12th Street.  Garling Construction will be lining the storm sewer, bio planters and intersection bio-cells in this area. Hopefully, the lining will prevent water from passing through perforations into the soil and basements. Bill said cost estimates are expected in April with work possibly beginning in May. Informational meetings will be held for business owners and anyone interested.

3. Benton County Emergency Management has volunteered to a place a shelter cart in Belle Plaine. The cart could be used for emergencies.  Since the cart measures 4’long x 2.5’ wide x 5’ high and weighs about 600 lbs, Bill would like suggestions as to where it could be stored.
