Council Minutes – February 19, 2013

February 19, 2013

The regular meeting of the Belle Plaine City Council met on February 19, 2013 at 6:00 p.m. in the city hall council chambers with Mayor Fish presiding.  Present:  Garrison Reekers, Mary Pech, April McIntire, James Kurovski. Also present: Assistant City Attorney Jim Ries and City Administrator Bill Daily.

The pledge of alliance was recited.

Motion by Kurovski to approve the consent agenda consisting of the February 4th council minutes and bills @ $57,404.46, second by Reekers. On roll call all voted aye. Motion carried.

Residents Comments:  None

Mayor Fish opened 4 proposals for a waste/recycling contract. Proposals received from: ABC Disposal Systems – Hiawatha; Waste Management- Cedar Rapids; Johnson County Refuse Inc.-North Liberty; Cox Sanitation and Recycling Inc.-North English.  No decision made at this time.

Sheila Hlas, Belle Plaine Community Development Director, gave the monthly report.

Police Chief Kris Hudson gave the monthly Police Department report.

Motion by Pech to set March 18th at 5:00 p.m. for the next Committee of the Whole work session, second by McIntire.  On roll call all voted aye. Motion carried.

Motion by Reekers to approve Resolution #13-2-1 of Necessity for unpaid water bills, second by McIntire. On roll call all voted aye. Motion carried.

Motion by McIntire to approve (per Design Committee Recommendation) a Commercial Interior Grant, not to exceed $800, for the King Theatre located at 720 12th Street, second by Pech. On roll call all voted aye. Motion carried.

Motion by Reekers to approve (per Design Committee Recommendation) a Commercial Interior Grant, not to exceed $7,500 for US Cellular located at 729 12th Street, second by Kurovski. On roll call all voted aye. Motion carried.

Motion by Kurovski to approve (per Design Committee Recommendation) a Façade Grant, not to exceed $7,500 for US Cellular located at 729 12th Street, second by Reekers. On roll call all voted aye. Motion carried.

City Administrator Reports

  1. 1.       Bill stated Belle Plaine’s Downtown Historic National Registry nomination has been approved by the Review Committee. The nomination will now go to the National Park Service for final approval.
  2. 2.       Union contract negotiations have started, with no decision made. The City and Union are reviewing health insurance.
  3. 3.       The  Downtown Green Stormwater Corrective Action Plan has been trimmed back and documented by ECICOG @ $200,000. This plan will be resubmitted to the IDED for consideration.
