Council Minutes – March 18

March 18, 2013

The regular meeting of the Belle Plaine City Council met on March 18, 2013 at 6:00 p.m. in the city council chambers with Mayor Dave Fish presiding.  Present:  James Kurovski, April McIntire, Marv DeRycke, Mary Pech, Garrison Reekers.  Also present:  Assistant City Attorney Jim Ries and City Administrator Bill Daily.

The Pledge of Alliance was recited.

Motion by Kurovski to approve the consent agenda consisting of the March 4th council minutes, bills @ $65,077.11 & the receiving/filing of the Park Board minutes from March 5th, second by DeRycke. On roll call all voted aye. Motion carried.

Residents Comments:  None.

Public Hearing at 6:00 p.m. amending Chapter 96 of the Belle Plaine Municipal Code (Section 8-96-20 & 8-96-26 Fencing Regulations):  Mayor Fish opened the Public Hearing and asked for comments or questions. None.  Public Hearing closed at 6:04 p.m.

Motion by Kurovski to approve the 1st Reading of Ordinance #13-2 amending Chapter 96 of the Belle Plaine Municipal Code Section 8-96-20 (swimming pool fence requirements), second by Pech. On roll call all voted aye. Motion carried.

Motion by Kurovski to approve the 1st Reading of Ordinance #13-3 amending Chapter 96 of the Belle Plaine Municipal Code Section 8-96-26 (requiring a building permit for fences), second by Reekers. On roll call all voted aye. Motion carried.

Eldon Zumbach, Director of the Belle Plaine Community Development Corporation, gave the monthly report.

Chief Kris Hudson gave the monthly Police Department report.

The next Work Session will be held on April 15, 2013 at 5:00 p.m.

Animal Welfare-Jean Volpelka:  Scratched

Motion by Kurovski to accept the bid from Johnson County Refuse Inc. for a 5 year contract for waste/recycling services beginning July 1, 2013, second by DeRycke.  On roll call all voted aye. Motion carried.

Motion by Kurovski to approve a plumber’s license for: Cronbaugh Excavating, Scharnweber Water Conditioning, Pickering Backhoe Service, Ternus Electric Plumbing & Heating, Ehlen Plumbing & Heating, Kinzenbaw Earth Moving, Brian Miller Excavating, Rabe Hardware, Pippert Hardware, second by Pech. On roll call all voted aye. Motion carried.

Motion by Kurovski to approve the 2nd Reading Ordinance #13-1 amending Chapter 71 of the Belle Plaine Municipal Code (Planning & Zoning Board Meeting Schedule), second by Reekers. On roll call all voted aye. Motion carried.

Motion by McIntire to waive the 3rd Reading of Ordinance #13-1 amending Chapter 71 of the Belle Plaine Municipal Code (Planning & Zoning Board Meeting Schedule), second by Kurovski. On roll call all voted aye. Motion carried.

Motion by DeRycke to approving the submission of an application for Iowa Airport Improvement Program and certifying eligibility requirements, second by Reekers. On roll call all voted aye. Motion carried.

Motion by Kurovski to approve Resolution #13-3-2 of Necessity (unpaid snow removal bills), second by DeRycke. On roll call all voted aye. Motion carried.

City Administrator Reports:

  1. 1.       Papers are being served on the owners of the Iowa Hotel.  The next step will be issuing a nuisance citation for this dangerous dilapidated building. Council felt an emergency plan should start immediately because of the condition of the building.
  2. 2.       There will be a meeting tomorrow at city hall for establishing a Source Water Protection Plan.
  3. 3.       Bill said he has received notice that insurance premiums will increase 28%-32% for the 2013-2014 year.
