The regular meeting of the Belle Plaine City Council met on April 4, 2013 at 6:00 p.m. in the City Council Chambers with Mayor Dave Fish presiding. Present: James Kurovski, April McIntire, Marv DeRycke, Mary Pech, Garrison Reekers. Also present: City Administrator Jennifer Zahradnik and City Administrator Bill Daily.
The Pledge of Alliance was recited.
Motion by Kurovski to approve the consent agenda consisting of the April 1st council minutes, bills @ $63,309.00 & the receiving/filing of minutes from the Park Board – March 27th and Airport Commission-November 6th, December 4th, January 1st, February 6th, April 2nd, second by DeRycke. On roll call all voted aye. Motion carried.
Residents Comments: None
Nuisance Hearing – Danny Akin 210 7th Avenue Lot #11: No one present. Akin’s “Order to Abate Public Nuisance” was discussed. Motion by Reekers directing the Chief of Police to check on this nuisance and report on the progress at the May 6th meeting , second by DeRycke. On roll call all voted aye. Motion carried.
Motion by Kurovski to approve the Design Committee’s recommendation authorizing a Commercial Interior Grant, not to exceed $3,500 for 817 12th Street, “By The Cup”, pending possession, second by Reekers. On roll call Kurovski, Reekers, DeRycke, Pech voted aye. McIntire abstained from voting. Motion carried.
Motion by Pech to approve the Design Committee’s recommendation authorizing a Façade Grant up to 50% of the selling costs (realtor fees, abstracting, attorney fees, closing costs) not to exceed $2,500 for 817 12th Street, “By The Cup”, pending possession, second by Kurovski. On roll call Pech, Kurovski, DeRycke, Reekers voted aye. McIntire abstained from voting. Motion carried.
Motion by McIntire to approve the 1st Reading of Ordinance #13-4 amending Chapter 98 of the Belle Plaine Municipal Code, Floodplain Management Section 7-98-3, 7-98-4 & 7-98-9, second by Kurovski. On roll call all voted aye. Motion carried.
Motion by Kurovski to approve Resolution #13-4-4 of Necessity for unpaid water bills, second by DeRycke. On roll call all voted aye. Motion carried.
Motion by McIntire to approve the renewal of Class C Liquor, Outdoor Service & Sunday Sales permits for Grand Central Station, second by DeRycke. On roll call all voted aye. Motion carried.
Motion McIntire to approve the renewal of Class E Liquor, Class B Wine, Class B Beer & Sunday Sales permits for Zip Mart, second by Reekers. On roll call all voted aye. Motion carried.
May 20th at 5:00 p.m. will be the date/time for the next Committee of the Whole meeting.
Police Chief Kris Hudson gave the monthly Police Department report.
Bill Daily, Board Member of the Belle Plaine Community Development, gave the monthly report.
City Administrator Reports:
- Green Stormwater Corrective Action Update: There was a change in a cost estimate for the project and hopefully the project can begin in May.
- The well fields has shown some improvement because of the recent rains and hopefully the current water restriction could be able lifted in the near future.

Correspondence: A registration form was handed out to the Council for the 2013 Small City Workshop which will be held in June at six locations.
Old Business: Mayor Fish stated he had contacted Cedar Rapids and Iowa City on ordinances pertaining the having chickens in their city. Mayor Fish said at this time chickens will not be allowed in Belle Plaine.
Motion by McIntire to adjourn the meeting, second by DeRycke. On roll call all voted aye. Meeting adjourned at 6:39 p.m.
