Council Minutes – August 5, 2013

The regular meeting of the Belle Plaine City Council met on August 5, 2013 at 6:00 p.m. in the city council chambers with Mayor Dave Fish presiding.  Present: Marv DeRycke, James Kurovski, April McIntire, Garrison Reekers, Mary Pech.  Also present:  City Attorney Jennifer Zahradnik and City Administrator Bill Daily.

The Pledge of Allegiance was recited.

Motion by DeRycke to approve the consent agenda consisting of the July 15th council minutes, bills @ $104,653.57 & the receiving/filing of minutes from the June 25th Library Board, second by Reekers. On roll call all voted aye. Motion carried.

Motion by Pech to approve Resolution #13-8-1 directing Partial Payment #2  relating to the Downtown Streetscape Drainage Improvements Project to Garling Construction @ $30,322.10, second by McIntire. On roll call all voted aye. Motion carried.

Motion by McIntire to reschedule the September 2nd council meeting to Tuesday September 3rd because of the Labor Day holiday, second by Pech. On roll call all voted aye. Motion carried.

Motion by DeRycke to approve Resolution #13-8-2 Ordering the Demolition of the Iowa Hotel at 709 13th Street and to set August 19th at 6:00 p.m. as the Public Hearing Date on Proposed Plans, Specifications, and Form of Contract and Cost and Directing the Publication of Notice to Bidders, second by Reekers. On roll call all voted aye. Motion carried.

Discussion on Financing the Rehabilitation/Demolition of 807 12th Street: City Administrator Bill Daily said the roof on the building located at 807 12th Street has collapsed more and the floors continue to deteriorate. The common walls seem to remain in pretty good shape. Bill said he will have a cost estimate for demolition/rehabilitation at the August 19th meeting.

City Administrator’s Reports:

  1. 1.       Iowa League of Cities Annual Conference September 25-27th in Dubuque:  Motion by Pech to send City Administrator Bill Daily to the Iowa League of Cities Annual Conference, September 25-27th in Dubuque, second by DeRycke. On roll call all voted aye. Motion carried.  Steve Beck, Mary Pech, and Mayor Fish will be attending Thursday evening.   If anyone who would like to attend this conference please call City Hall.
  2. 2.       Wellfield Electrical Update: Bill said the application for a USDA grant has been submitted. No word has been received yet.
  3. 3.       Update on the CDBG Income SurveyA training session for volunteers who will be conducting the CDBG Income Survey was held last week. This survey is necessary to qualify for a grant that will assist with wastewater improvements. 80% of the households being surveyed must respond in order to validate results for the possible grant.
