Council Minutes – July 15, 2013

July 15, 2013

The regular meeting of the Belle Plaine City Council met on July 15, 2013 at 6:00 p.m. in the city council chambers with Mayor Dave Fish presiding.  Present:  Marv DeRycke, Garrison Reekers, April McIntire, Mary Pech, James Kurovski.  Also present Assistant City Attorney Jim Ries and City Administrator Bill Daily.

The Pledge of Allegiance was recited.

Motion by DeRycke to approve the consent agenda consisting of July 1st council minutes and bills @ $56,884.79, second by Pech. On roll call all voted aye. Motion carried.

Residents Comments:  None.

Jeff Heil, Northland Securities, gave a presentation on possible ways to finance the Hansen Building Project.

Motion by Pech to approve a 1 day beer permit (July 20) for the Ambulance Fest at Franklin Park for Jennings Bradshaw Post #39 pending the proper paperwork, second by McIntire. On roll call all voted aye. Motion carried.

Motion by McIntire to approve the Renewal of Class E Liquor & Sunday Sales Permits for  Belle Plaine Country Foods, second by Reekers. On roll call all voted aye. Motion carried.

Motion by McIntire to approve the Renewal of Class B Native Wine Permit for Belle Plaine Pharmacy, second by DeRycke. On roll call all voted aye. Motion carried.

Motion by DeRycke to approve Resolution #13-7-1 approving Partial Payment #1 relating to the Downtown Streetscape Drainage Improvements Project @ $86,012.05, second by Reekers. On roll call all voted aye. Motion carried.

Motion by Reekers to approve Resolution #13-7-2 approving Change Order #8 Request #90 relating to the Downtown Streetscape Drainage Improvement Project, second by DeRycke. On roll call all voted aye. Motion carried.

Motion by Pech to approve (per Park Board recommendation) a 2.8% wage increase for the Parks and Recreation, Stew Timm effective July 1, 2013, second by Reekers. On roll call all voted aye. Motion carried.

Motion by McIntire to approve the Design Committee Recommendation authorizing an Acquisition Grant up to 50% of the selling costs , not to exceed $2,500 for 1303 2nd Avenue, Great Life Fitness, second by DeRycke. On roll call all voted aye. Motion carried.

Sheila Hlas, BPCDC Director, gave the monthly report.

Chief Kris Hudson gave the monthly Police Department report.

The next Committee of the Whole meeting will be held on August 19, 2013 at 5:00 p.m.

City Administration Reports:

  1. 1.       Court will be held tomorrow, July 16th  concerning the Iowa Hotel. In the afternoon an engineer will be coming to discuss possible ways to precede with demolition the hotel.
  2. 2.       Bill gave the update on the Wellfield Electrical Project.
  3. 3.       Bill stated he will be attending the City Manager’s Summer Conference on July 17-19, 2013.

Residents Comments:  Mitch Malcolm was present to apologize for the unmowed property at the Belle Plaine Museum.  He reassured the Council this would not happen again.

Motion by McIntire to adjourn the meeting, second by Pech. On roll call all voted aye. Meeting adjourned at 7:07 p.m.
