June 17, 2013

The regular meeting of the Belle Plaine City Council met on June 17, 2013 at 6:00 p.m. in the city council chambers with Mayor Dave Fish presiding.  Present:  Marv DeRycke, Garrison Reekers, Mary Pech, James Kurovski, April McIntire.  Also present City Attorney Jennifer Zahradnik and City Administrator Bill Daily. 

The Pledge of Alliance was recited.

Motion by DeRycke to approve the amended council minutes from June 3, and bills @$72,362.87, second by Reekers. On roll call all voted aye. Motion carried.

Residents Comments: None

Mayor Fish opened the Public Hearing at 6:03 p.m.  Consider Award of the Contract & Authorize the Application to be submitted to the FAA for Lighting Improvements at the Belle Plaine Municipal Airport.  Mayor Fish asked for questions/comments: None.  Public Hearing closed at 6:04.

Motion  McIntire to approve Resolution #13-6-2 approving Plans, Specifications, Form of Contract and Cost of Construction for Lighting Improvements at the Belle Plaine Municipal Airport, second by Reekers. On roll call all voted aye. Motion carried.

Motion by DeRycke to approve Resolution #13-6-3 to Accept Bid and Authorize the Award of Contract , Contingent upon the Receipt of Execution of the Grant Agreement with the Federal Aviation Administration for the Construction of Lighting Improvements at the Belle Plaine Municipal Airport, second by McIntire. On roll call all voted aye. Motion carried.

Motion by Pech to approve Resolution #13-6-4  Approving and Authorizing the Submission of an Application to the Federal Aviation Administration for a Project to Construct Light Improvements for the Belle Plaine Municipal Airport, second by DeRycke. On roll call all voted aye. Motion carried.

Motion by Pech to approve the Police Department Union Agreement effective July 1, 2013 to June 30, 2016, second by McIntire. On roll call all voted aye. Motion carried.

Motion by DeRycke to approve the Public Works Department Union Agreement effective July 1, 2013 to June 30, 2016. On roll call all voted aye. Motion carried.

Motion by Reekers to approve (per City Administrator’s recommendation) to give a 2.8% wage increase to City Clerk Kaye Buch, Assistant City Clerk Sue Bevins and Police Chief Kris Hudson effective July 1, 2013, second by DeRycke. On roll call all voted aye. Motion carried.

Motion by Reekers to approve Resolution #13-6-5 of Necessity for unpaid mowing & property clean up bills, second by DeRycke. On roll call all voted aye. Motion carried.

Motion by DeRycke to approve cigarette permits for Country Foods, Caseys, Zip Mart, Grieder Standard, Grieder Beverage Depot & Dollar General, second by McIntire. On roll call all voted aye. Motion carried.

Motion by Pech to approve a Class B Beer (includes wine coolers) & Outdoor Service permits for the Belle Plaine 4th of July Committee, second by McIntire. On roll call all voted aye. Motion carried.

Motion by McIntire to approve the Belle Plaine 4th of July Committee’s request to close 12th Street between 7th & 12th Avenue from 9-11:30 am for the Fourth of July Parade, second by Pech. On roll call all voted aye. Motion carried.

Motion by Pech to approve the Belle Plaine 4th of July Committee’s request to close 12th Street between 7th & 9th Avenue on July 3rd from 3:00 pm to 1:00 am for the Car Show and Street Dance, second by DeRycke. On roll call all voted aye. Motion carried.

Motion by DeRycke to approve an Outdoor Service Permit on July 3-4th   for Grand Central Station, second by Pech. On roll call all voted aye. Motion carried.

Motion by McIntire to approve Resolution #13-6-6 for Transfer of Funds, second by DeRycke. On roll call all voted aye. Motion carried.

Sheila Hlas gave the monthly Belle Plaine Community Development report.

July 15, 2013 at 5:00 p.m. is the date/time for the next Committee of the Whole meeting.

Police Chief Kris Hudson gave the monthly Police Department report.

City Administrator Reports:

  1. 1.       Bill said Representatives from Belle Plaine will be attending the Iowa County Board of Supervisors meeting on Friday, June 28th at 10:30 am to talk about the congregate meals (Heritage Agency). Council is encouraged to attend.
  2. 2.         A Source Water Protection Meeting will be held on Thursday, June 20th at 9:30 am @ City Hall for property owners, farmers or anyone who would like to attend.

Old Business: Mayor Fish said he will attending a county landfill meeting tomorrow night in Newhall at 7:00 p.m.

 Old Business:  Pech asked how many delinquent dog/cats were left to be registered from the delinquent list.  Bill stated there is only 1 dog left to register.

Motion by McIntire to go into closed session according to Iowa Code 21.5 (1) ( c ), second by DeRycke. On roll call all voted aye. Motion carried.

Back into open session 7:32 p.m.   No action taken.

Motion by McIntire to go into closed session according to Iowa Code 21.5 (1) (i), second by Reekers. On roll call all voted aye. Motion carried.

Into closed session.  7:34 p.m.

Back into open session.  8:34 p.m.

Motion by Pech to give City Administrator Bill Daily a 2.8% wage increase effective July 1, 2013.  No increase in car allowance was given, second by McIntire. On roll call DeRycke abstained from voting.  Pech, McIntire, Reekers, Kurovski voted aye. Motion carried.

Motion by McIntire to adjourn the meeting, second by Pech. On roll call all voted aye. Meeting adjourned at 8:37 p.m.
