The regular meeting of the Belle Plaine City Council met on September 3, 2013 at 6:00 p.m. in the city council chambers with Mayor Dave Fish presiding.  Present:  Marv DeRycke, Garrison Reekers, Mary Pech, April McIntire, James Kurovski. Also present Assistant City Attorney Jim Ries and City Administrator Bill Daily.

The Pledge of Allegiance was recited.

Motion by DeRycke to approve the consent agenda consisting of the August 19th council minutes, bills @ $29,282.01 and the receiving/filing of minutes from the July 16th Library Board & August 19th Committee of the Whole, second by Pech. On roll call all voted aye. Motion carried.

Residents Comments: None

Motion by Reekers to approve Resolution #13-9-2  Accepting the Bid from Lansing Brothers Construction from Luxemburg @ $112,400 for the 2013 Iowa Hotel Demolition Project, second by McIntire. On roll call all voted aye. Motion carried.

Motion by DeRycke to approve Resolution #13-9-1 of Necessity for Unpaid Mowing Bills, second by Reekers. On roll call all voted aye. Motion carried.

#8.  Consideration of Motion Approving the Hiring of Steven Fischer as a Reserve Police Officer: Scratched.

Consideration of Motion Approving Request for Two Reserved Parking Spaces in Front of 723 12th, Peddlers Depot:  Business owner Angie Papesh was present to request 2 (or 1) parking spaces for the loading/unloading of furniture for her newly opened antique & furniture consignment store.  Discussion was held. Motion by McIntire to reserve a parking space at 723 12th Street for the unloading/loading of furniture for the Peddlers Depot, second by Pech. On roll call McIntire and Pech voted aye. DeRycke, Reekers, Kurovski voted nay. Motion failed.

Residents Comments:  Bernice Knoke suggested a designated common unloading/loading zone on the west block of 12th Street to help the business owners in that block.  This topic will be placed on the September 16th Committee of the Whole meeting agenda.

Motion by DeRycke to adjourn the meeting, second by Reekers. On roll call all voted aye. Meeting adjourned at 6:32 p.m.
