3-47-1 Loitering, Obstructing Streets, Sidewalks and Access to Public Places
3-47-2 Not Joint Offense
SECTION 3-47-1 LOITERING, OBSTRUCTING STREETS, SIDEWALKS AND ACCESS TO PUBLIC PLACES. It shall be unlawful for any person or persons to:
1.) Stand, sit or in any way congregate on any street or sidewalk so as to obstruct the same or to hinder, annoy or prevent the passage of others.
2.) Make obscene or threatening gestures, noises, or signs while on any public street, sidewalk or railroad right-of-way.
3.) To congregate or to loiter on public or private property in any manner so as to block or obstruct the passage or access to and from any public hall, lobby, doorway or passageway or to any business establishment, lodging house, office building or private home.
SECTION 3-47-2 NOT JOINT OFFENSE. This ordinance shall not be construed as making it necessary to charge two or more persons with the offense herein described, nor shall it be necessary that two or more be tried for any violation hereof. Any individual may be informed against as an individual, and upon proof of guilt may be found guilty and sentenced as if alone responsible, and as if the sole violator of the above provisions.
