5-73-1 Tree Board Established
5-73-4 Member Training
SECTION 5-73-1 TREE BOARD ESTABLISHED
There is hereby created and established a Tree Board for the City of Belle Plaine, which shall consist of three citizens, residents of this City, who shall be appointed by the Mayor and City Council. Members of the Board shall serve without compensation. The terms of office for the Tree Board members shall be three years. In the event that a vacancy shall occur during the term of any member appointed by the City Council his or her successor shall be appointed for the unexpired portion of the term.
SECTION 5-73-2 AUTHORITY
The Tree Board shall authorize someone with knowledge of trees to have the following general power and duties:
1.) To direct, manage, supervise and control the city tree program.
2.) To guard all trees within the City right-of-way to prevent the spread of disease or pests and to eliminate any dangerous conditions that may affect the life, health or safety of persons or property.
3.) Such other powers and duties as provided by the laws of Iowa, and ordinances of the City of Belle Plaine.
SECTION 5-73-3 PERMITS. No person shall plant, spray fertilize, prune, remove, cut above or below ground or otherwise disturb any trees on any street or municipal-owned property without obtaining permission from the Tree Board or its authorized representative.
SECTION 5-73-4 MEMBER TRAINING . The City Council shall authorize a member of the Tree Board to attend a seminar for the purpose of training his or her in the care of trees in all respects and shall pay for the expense of the seminar
